Programme Description

o    information systems periodic evaluation.

o    Adequacy of physical security

Financial Controls
•    Budget
o    spending plans
o    sufficiency of funds to cover major expenditures
o    budget revisions approvals and recording.
•    Accounting Records
o    Financial Statements prepared in conformity with the applicable IFRS
o    cash receipt and expenditure records and controls effectiveness
o    cheques receipt and issuance records  and controls effectiveness
o    pre-numbered receipts issued
o    expenditure and revenue transactions coding consistent with budget classifications
o    alterations - cheques, receipts, documents.
•    Cash Management
o    Cash Management Plan
o    effectiveness of petty cash management
o    advances and settlements
o    bonding of employee who handle cash
o    handling of cash that can’t be deposited in the bank
o    cash collections balanced to receipts daily
o    investigation of cash overages and shortages
o    accountability for cash and related items (Cheques, Credit Cards, Receipts, etc.)
o    policy for electronic payments
o    cash periodically counted and verified.
•    Prudence
o    funds used only for the budgeted purchases
o    procedure to follow up on major unrealized revenue items
o    prompt action to address budget variances.


Financial Controls

•    Revenue
o    written credit and collection policies
o    over expenditures or under realized revenues discussed.
•    Expenditures
o    expenditure limits
o    signatories mandates
o    signatory limits.
•    Assets
o    Fixed Assets Register
o    Reconciliation of the Fixed Asset System with the control accounts
o    all fixed assets properly valued
o    safeguard procedures for valuable and sensitive assets against theft and damage
o    equipment subject to regular maintenance schedule
o    insurance coverage reviewed periodically
o    physical inventory taken at least annually.
•    Inventory
o    proper accounting of following aspects: Receipt of Materials; Issue/ Consumption of Materials; Transfer of Materials; Stock of Materials
o    adequate physical security surrounding inventories
o    enough insurance for significant inventories
o    employees responsible for inventories adequately bonded.
•    Reconciliations
o    regularity
o    accuracy.

Management Controls

•    Investments
o    Rules and Regulations governing the Company Permit for investments
o    policies and procedures established for acquisition and disposal of assets.
•    Performance
o    resources identified, available and assigned to projects
o    responsibilities clearly defined
o    periodic reports of performance prepared and reviewed
o    resources for performance and statutory compliance
o    alignment of authority and responsibility
o    efficiency measurements compared with industry standards
o    optimality utilization of resource for priority
o    maintenance of skills and abilities that are essential.
•    Audit
o    unannounced audits
o    timely and adequacy of audit, reviews and adjustments
o    effectiveness of audit, reviews and adjustments.
•    Human Resources
o    payroll and employee records safeguarded in compliance with Labour Code requirements
o    employee information promptly transmitted to HR Department and the Internal Auditor’s Office
o    Does the description of job responsibilities for the position match the responsibilities stipulated for the classification
o    surveys made periodically to benchmark compensation.
